Kus you are mostly right. The CO's in our building say it's basically a budget issue against a supposedly healthy population - no need to spare the cat so they take the cheaper option. Next time you are following a CO truck see if you can take a look in the pickup bed, you'd be surprised how often there is one of these lying in the back.
