Where in the world would you live/kite January to March??

Where in the world would you live/kite January to March??
So I am contemplating setting up a base somewhere warm for a few months next winter while I study for an exam in the spring. I figure why live in victoria, not that I dont love it here, but why not live somewhere else for that time. So I am wondering if anyone has any suggestions as to where a suitable place to rent an appartment and possibly buy a car would be.
At this point I'm thinking australia or new zealand? however I'm open to suggestions. Does anyone have any suggestions within australia/new zealand? I know perth area is supposed to be pretty good... minus the whole shark thing.. and brisbane looks alright as well, but thats as far as I've got - any thoughts would be greatly appreciated.
Criteria: Wind, Cost of living, Hazards (whiteys), flat water?!, waves?

Baja? Much cheaper I think.
Maui? Cheaper travel, live in the car (seems someone else from Vic did that...)
Marguerita? Dom Rep? Fuerte Ventura? Brazil? You can live very cheaply at Jericoacoara, lots of crime in the bigger cities though (my GIS tech was kitesurfing at Fortaleza a few weeks ago)
World could be your oyster!

That means no Utah/Idaho snow kiting trip next winter?!?
You'll be as warm as down south, you'll just be wearing a big jacket.
I have to agree with Ned about Australia/New Zealand being the best places for your girlfriend to find a job.
I have been south of Freemantle (10 min south of Perth) and the kite surfing spot was in a lagoon 6-12ft deep flat water, I don't know if shark can get there but the fact that it is that shallow should make you feel somewhat safer:)
It is better than the "Swim at your own risk, salt water crocodile" signs you are going to find in Darwin and other northern Aus beaches.
I know two Quebecers that worked in Cabarete for a couple of month a couple years ago, I just sent them a msg asking details on what job/deal it was (tourism? IT?) I'll let you know we they get back to me.
Will do the same with a chick from Perth asking her about Perth cost of living etc...

Check out Geraldton, 4 hours north of Perth, amazing kiting/windsurfing launch and locations, tons of jobs now, not too expensive for housing, but food/gas is high. Remember you need a visa for going into Au now.
Horrible place to study - it's really windy! But nothing else to do.
